EMPIRE STATE GAMES CODE OF CONDUCT
1. General Conduct
- Upon accepting entrance into any Empire State Games Program, all participants, coaches and volunteers
agree to abide by the Empire State Games Code of Conduct. Violations of any of the rules of the Code of Conduct or other such rules
established and publicized by the ESG administration may result in immediate dismissal from the ESG, forfeiture of any ESG apparel, or
awards, banishment from future ESG participation and, where applicable, may face civil penalties and criminal charges.
- All athletes, coaches, officials and volunteers associated with any ESG program shall conduct
themselves in a responsible manner at all times, both on and off the field of any Regional and/or Finals competition.
- Performance enhancing substances, of any sort, along with drugs or practices deemed illegal or
unacceptable by your National Governing Body (NGB) are strictly prohibited. In addition, any penalties assessed by the NGB, authority or
sanctioning body will be recognized and enforced by the Empire State Games.
- Honesty, respect, sportsmanship and fair play is expected of all individuals so that the honor and
dignity commensurate with competitive amateur athletics will be respected at all times.
2. Prohibitions and Other Regulations
In order to insure an atmosphere of healthy competition and to protect participants and the property of the Games
and of the Host Facilities, usually universities and colleges, the following regulations will be in effect during the entire period of
all Empire State Games Programs.
- Vandalism and Damage: All persons competing, residing or visiting Host Facilities, or any facility
used as a venue for an ESG event, shall be personally responsible for any negligent or intentional damage to facility property.
- Alcohol: No one is permitted to possess or consume alcohol on any Host Facility property, building or
grounds.
- Tobacco: The use of tobacco products of any kind is prohibited by all participants (including athletes,
coaches, and officials) at all competition sites and events associated with the ESG.
- Weapons: No firearms, knives or other weapons are permitted on the grounds of any Host Facility except
as outlined by host campus rules for the participants of the ESG shooting events.
- Safety Equipment: Fire fighting, detection and alarm equipment are not to be tampered with except in
case of a fire. In addition to the actions by the ESG as described above, violators will also be prosecuted pursuant to relevant laws.
- Food Service: Meal cards are to be used by authorized participants and are not to be loaned. No food may be
removed from the dining areas. Participants must wear shoes and shirts while in the dining areas.
- Host Facility Parking: Parking is prohibited in fire-lanes, no-parking areas, loading zones, and
handicapped parking areas (without a permit). Violation of parking conditions may result in the issuance of parking tickets, immobilization,
and/or towing of vehicles at the owner's expense.
- Venue Parking: Participants may utilize the free bus shuttle service to venues. If a venue charges a
parking fee, it is the responsibility of the driver to pay the fee if the free bus is not utilized.
- Other Rules and Regulations: The host facility may impose other rules and regulations for the conduct
of participants in the Empire State Games. Such rules and regulations shall be binding upon publication.
- Civil and Criminal Laws: Acts that are also violations of civil and criminal laws of the State of New
York are prohibited. These include, but are not limited to, gambling, theft, possession of alcohol, the possession, sale or use of narcotics
or other controlled or illegal substances, disorderly conduct, assault, and infringement on the rights of others.
3. Housing Rules And Regulations
- Living Accommodations: Those taking housing at Host Facilities do so under a contract between the ESG
and the Host Facility. The Host Facility maintains its right to have designated personnel enter and inspect any room and items contained
therein at any time and without prior notification to the residents.
- Room Assignment: Athletes must stay in their assigned rooms. Unauthorized switching of rooms in not
permitted. Authorization must come from the ESG Regional Director or in a case of an emergency a college official.
- Residence Hall Damages and Missing Keys: Participants and volunteers will be notified and charged for
damages and missing keys associated with the Host Facility room to which they have been assigned. Failure to respond to notification of
damages and/or missing keys may result in banishment from future ESG programs.
- Curfew: All participants and coaches must be in their assigned rooms by midnight.
- Animals: No animals are permitted in Host Facility housing (with the exception of certified service dogs).
- Quiet Hours: Participants shall observe reasonable levels of quiet for sleep from 10:00PM to 7:00AM.
- Entrance to Halls: Only participants associated with the ESG are permitted in Host Facility housing and
admission to each hall is solely permitted by presentation of the ESG ID badge. Persons not properly credentialed and found to be in a
restricted area will be subject to arrest.
- Candles: No candles are allowed in Host Facility housing.
- Cooking Devices: Electrical cooking devices are prohibited in Host Facility housing.
4. Violations And Appeals
Designated Host Facility and/or venue staff, ESG representatives (including coaches, officials and staff), and may
recommend to the appropriate ESG official disciplinary action for individuals in violation of the foregoing rules and regulations. Upon
such recommendation, appropriate ESG, regional director or other such official may act to immediately exclude and remove any participant from
the Host Facility or venue and from the ESG. Any appeal must be filed with the ESG Director immediately upon notification of the decision to
expel. All participants so charged with violations of the foregoing rules and regulations are automatically suspended from competition pending
a decision by the ESG Director. Decisions of the ESG Director are final.
5. Uniforms
All ESG uniforms are the property of the State of New York until midnight of the last day of competition. Athletes
must participate in order to keep the ESG uniform, unless injured while at the ESG. Participants who have been suspended from the ESG must
surrender their uniform.
